PACE works with Xcel Energy’s Direct Install program to help Boulder County businesses upgrade their lighting. If your small business has T12 or T8 fluorescent lighting, you could qualify to upgrade up to 250 of your fluorescent lighting tubes to LEDs at no cost.
Why Upgrade Now?
You can save on maintenance costs and hassles when you upgrade from fluorescent tube lighting to LEDs. LEDs cost less to operate and can light your space better than fluorescent lighting. And they can last over 10 years! Plus, most fluorescent tube lighting can no longer be sold in Colorado because of the Clean Lighting Act which took effect on Jan. 1, 2025. We want to help you replace your lighting for free while incentives like the Direct Install program are still available!

Eligibility Requirements
- Must be a small business, no corporate chains
- Must have a commercial account with Xcel and pay own utility bill
- Must have existing T12 or T8 linear fluorescent tubes
- Xcel Energy bill under $5,000 annually
- No vacant, unoccupied spaces
Getting Started
Step One: Contact PACE
Contact a PACE advisor (303-786-7223 or info@PACEpartners.com). They will help you determine your eligibility.
Step Two: Complete the Installation
If you qualify for the program, Xcel will connect you with a lighting contractor. They will come to your business to determine how many tubes can be replaced. Then they will complete the installation at no charge.
Community Highlight
Into the Wind, a local kite and toy shop that has operated on Boulder’s Pearl Street for over 40 years, recently updated their old lighting with help from PACE and Xcel Energy’s Direct Install program.
Owner Dan Woolever was able to replace all the lights on both floors of his retail space, which will now also benefit from significant energy use reductions and decreased maintenance.
Woolever shared that the replacement process “was very easy and the contractor was very efficient! Our staff is happy in the bright space and the retail area looks great for our customers.”
