Whether you are a property owner or property manager, Partners for a Clean Environment is here to help you better support your tenants, build equity and differentiate your space from competitors in the market.

When you join PACE, you will be paired with an expert business sustainability advisor who will work one on one with you to achieve efficiencies in one or more of the following areas: energy, waste, water and transportation.

At no cost to you, PACE business sustainability advisors can help you:

  • Establish a climate change contribution reduction plan
  • Align the costs and benefits of efficiency investments between you and your tenants
  • Track your building’s performance with ENERGY STAR’s Portfolio Manager
  • Provide a basic energy assessment or level I energy audit
  • Offer assistance to your tenants on composting/recycling, energy efficiency, water efficiency and commuting opportunities
  • Facilitate projects in your building, including coordinating with contractors, completing rebate paperwork, and communicating your efforts to tenants
  • Connect you with other rebate and incentive programs in your area
  • Reduce utility costs
  • Gain public recognition for your efforts
  • Connect with businesses in Boulder County to share resources and best practices
  • SmartRegs ordinance for Multi-Family Unit rental properties
  • City of Boulder commercial property owners only: comply with the commercial building performance requirement

Equity Priority Buildings

Equity Priority Buildings are eligible for additional funding in certain PACE rebate categories. Your building may qualify as an Equity Priority Building if it houses one or more businesses that serve frontline community members: people that are more vulnerable to the impacts of climate change due to factors including income, race, language, age, documentation status, disability, and more.

Equity Priority Buildings include:

  • Deed-restricted multifamily affordable housing
  • Naturally occurring affordable housing (at least 66% of the building’s units must have rents at or
    below 80% of area median income rent limits)
  • Human service providers, defined as a non-profit tax-exempt entity that offers critical services such as:
    • Advocacy organizations (such as Community Advocacy, Social Service Advocacy, or
      similar)
    • After-school providers
    • Childcare centers
    • Community centers
    • Disability service providers
    • Domestic violence centers
    • Emergency service organizations
    • Family support organizations
    • Food pantries
    • Homeless shelters
    • Immigration service providers
    • Job training and workforce development services
    • Law/legal centers (non-profit and pro-bono services to income-qualified communities)
    • Mental and behavioral health facilities
    • Places of worship (offering critical services to frontline communities)
    • Rehabilitation providers
    • Senior centers (not owned by the City and County of Boulder)
    • Transitional or supportive housing
    • Women’s or children’s shelters
